providers should not be pressured to allow customers to access or share
internet connections for “non paying” customers because it is their responsible

would sometimes experienced slowdown to your connection speed?
No,
it is because you are the who pay for your connection and there are stranger
who will just access internet connection for free and you will suffer for
slowdown connection speed. Unless you don’t mind strangers eating your network
and potentially accessing your networked files you should always protect your
wireless network with a password. So that no one can access your network. And
suffer for slowdown connection speed.
